Requests the Honolulu Auditor to review and audit current permitting, inspection, and penalty processes related to "monster homes" (oversized residential structures that circumvent zoning laws and building plans).

Directs the Auditor to recommend amendments to prevent monster home construction, including appropriate penalty amounts based on property assessed value, demolition costs, or correction costs.

Requires the Auditor to recommend a compliance time limit for building requirements, steps to address enforcement challenges, and procedures for follow-up inspections and consistent enforcement actions.

Auditor must submit findings, recommendations, and any proposed legislation to the Mayor, City Council, and Legislature no later than twenty days before the 2026 Regular Session convenes.

Addresses concerns that current processes have been insufficient to deter violations and ensure compliance with zoning laws and building codes in Honolulu neighborhoods.
