Requests Hawaii state government to consider import substitution as a key economic strategy to reduce reliance on imported goods and increase economic self-sufficiency, citing vulnerabilities exposed during COVID-19 and supply-chain disruptions.

Directs the Department of Business, Economic Development, and Tourism; Department of Agriculture; and Hawaii Technology Development Corporation to identify sectors where local production can replace imports, including food, energy, technology components, and consumer products.

Instructs relevant agencies to propose policy measures, incentives, and funding mechanisms to encourage private investment in local production and develop a comprehensive strategic implementation plan for import substitution.

Requires agencies to examine historical experiences of Hawaii's Kingdom, Territory, and State periods to determine how governmental support and infrastructure development contributed to past industry growth and how lessons can apply to modern economy.

Mandates a joint report with findings, recommendations, and proposed legislation be submitted to the Legislature no later than twenty days before the 2026 Regular Session convening.
