Urges the City and County of Honolulu to provide real property tax relief for kupuna (seniors) age 60 and older who are on fixed incomes.

Requests revision of property tax assessment procedures for dwellings with no significant renovations or additions to base assessments on original purchase price plus an annual 2% increase, rather than current market value.

Calls for capping maximum annual real property tax at 3% of an owner's annual income for kupuna.

Directs certified copies of the resolution be transmitted to the Mayor of Honolulu and the Chair of the Honolulu City Council.
