• Request the City and County of Honolulu to promote and expand the neighborhood security watch program, which currently has approximately 12,000 residents participating across Oahu.

• Establish a prototype pilot program providing minimal funding to selected communities with established and active neighborhood security watch groups, with program coordinators serving as liaisons between communities and police.

• Pilot program funding should cover at minimum one mailer per home per quarter and support for regular neighborhood security watch group meetings.

• Require the Honolulu Police Department to provide accounting and oversight of pilot program funding.

• Expand the pilot program to other communities if proven successful, with copies of the resolution transmitted to the Mayor, Honolulu Police Chief, and Honolulu City Council Chair.
