Requests the University of Hawaii to conduct a study on the viability of nuclear energy development in Hawaii, including investigation of cost, safety, and utility.

Requires the University of Hawaii to submit findings and recommendations, including any proposed legislation, to the Legislature and various federal and state officials no later than 20 days before the 2027 legislative session.

Specifies that adoption of this resolution does not constitute approval under Hawaii State Constitution Article XI, Section 8, for constructing a nuclear fission power plant or disposing of radioactive material in the state.

Directs certified copies of the resolution to be sent to the U.S. Secretaries of Energy, Commerce, and Defense; Hawaii's congressional delegation; the Governor; University of Hawaii System President; and all four county mayors.
