Encourages each county in Hawaii to establish its own biosecurity plan that prioritizes the county's specific biosecurity needs and identifies proposals for legislative changes at state and county levels

Recognizes that invasive species have caused severe damage to Hawaii's ecosystems, native species, agriculture, and livestock production, making biosecurity a critical strategy

Acknowledges that each county faces unique biosecurity challenges due to differences in climate, land use, agriculture, and transportation infrastructure, necessitating localized approaches

Encourages counties to collaborate with other counties and with state agencies including the Department of Agriculture and Hawaii Invasive Species Council when developing and sharing their biosecurity plans

Directs that certified copies be transmitted to the Board of Agriculture, Hawaii Invasive Species Council, and the Mayors and Council Chairs of Honolulu, Hawaii, Kauai, and Maui counties
