Requests utility providers serving Wai'anae to publish a publicly available report evaluating current capacity, infrastructure lifespan, and financial implications of utility service expansions

Report must include assessment of current infrastructure capacity versus actual demand, infrastructure nearing end of operational lifespan, estimated expansion costs for community growth, existing upgrade plans with timelines, and budget allocations and potential rate increases

Requires utility providers to submit the report to the Legislature annually no later than twenty days before the convening of the Regular Session

Directs certified copies be transmitted to the Governor, Public Utilities Commission, City and County of Honolulu officials, Department of Environmental Services, Board of Water Supply, Hawaiian Electric, Hawaiian Telecom, and Charter Communications
