Urges the City and County of Honolulu to work with the United States military, Department of Transportation, and Hawaii Emergency Management Agency to develop an emergency access road along the Wai'anae Coast.

Requests the city hold community events to discuss plans for the emergency access road and solicit engagement and public participation from Leeward residents.

Requires the City and County of Honolulu to provide plans and a completion timeline for the alternative emergency access road to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026.

Designates the emergency access route to benefit the communities of Wai'anae, Mākaha, Mā'ili, and Nānākuli.

Cites the 2023 Lahaina wildfire and inadequate emergency evacuation routes (locked gates, single-lane sections on Paakea and Lualualei Naval roads) as reasons for the need for an alternative access road, since Farrington Highway is currently the only way in and out of Wai'anae.
