State expends over $1 billion annually on capital improvement projects including construction and renovation of roads, buildings, harbors, and airports.

Project and construction management costs have increased significantly over the past decade, with some contractors charging as much as 15 percent of project costs compared to the traditional 7-11 percent range.

Department of Accounting and General Services is requested to study the feasibility of limiting project and construction management costs to 10 percent of total project costs.

Department must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2026 Regular Session convenes.

Certified copy of the resolution is to be transmitted to the Comptroller.
