Office of Planning and Sustainable Development, in coordination with state and county departments, is requested to identify strategies to collect information about costs incurred due to delays in public or private projects that used public funds or permits.

Proposes amendments to existing budget request forms and permit applications to require sharing of estimated delay-related costs with decision-making authorities.

Addresses how project delays increase costs for labor, materials, land, capital, and inflation, which can invalidate initial cost-benefit analyses and lead to higher rents, prices, or taxpayer funding.

Office of Planning and Sustainable Development must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2026.

Certified copies of the resolution are to be sent to the Director of the Office of Planning and Sustainable Development, Comptroller, Director of Budget and Finance, Director of Transportation, Chair of the Land Use Commission, and the respective county mayors.
