HR 61 Summary

• Request the City and County of Honolulu to create a dedicated animal education and training complex within the Kalaeloa parklands, which the city acquired approximately 400 acres of from the U.S. Navy on June 12, 2024.

• Complex should include bathrooms, secure indoor meeting and exhibition rooms similar to the McCoy Pavilion at Ala Moana Beach Park, food preparation facilities, and secure storage areas for animal club equipment and supplies.

• Address the shortage of animal-friendly venues on Oahu for dog shows, dog sports, cat shows, bird shows, and 4H animal groups, as well as the lack of off-leash dog parks in City Park District 3 (Waipahu to Waianae area).

• Serve the rapidly growing Kapolei area residents who lack public park space to enjoy with their pets and address competition for existing park usage with sports groups.
