Requests the Insurance Commissioner to conduct a comprehensive study on the impact of uninsured motorists in Hawaii.

Study must include: the estimated number of uninsured motorists in Hawaii, financial impact on insured motorists including premium increases, and recommendations to reduce uninsured motorists.

Hawaii law requires all drivers to have motor vehicle insurance, but an estimated 11 percent of motorists operate vehicles without valid coverage.

Insurance Commissioner must submit study report and any proposed legislation to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Uninsured motorists place financial and emotional burdens on accident victims and increase insurance premiums for insured drivers.
