Identifies that the Ewa plain consists of limestone and alluvial deposits with holes formed by limestone dissolution, making the area prone to land instability and sinkholes.

Documents specific issues including cracks along Kualakai Parkway sidewalks and rail pillars, sinking divots along Keahumoa Parkway, recurring holes at Kanehili Homestead Community Park, and widespread holes forming in Hawaiian homestead neighborhood backyards.

Directs that certified copies of the resolution be transmitted to the President of the University of Hawaii System and the Director of Planning and Permitting of the City and County of Honolulu.
