Urges the State of Hawaii and City and County of Honolulu to collaborate in developing a world-class sports complex in West Oahu, preferably in Kunia or Kapolei.

Complex should be 200-400+ acres and include a 65,000+ capacity stadium, four football/soccer fields with running tracks, four baseball/softball fields, and arenas for boxing, gymnastics, swimming, weight-lifting, and other sports.

Complex should include ancillary facilities for sports medicine, rehabilitation, education, and team accommodations, plus a Pacific Culture Center for cultural exhibitions and performing arts.

Requests Governor and Honolulu Mayor to jointly study feasibility and submit findings, recommendations, and proposed legislation to the Legislature by 20 days before the 2026 Regular Session.

Encourages partnerships with public and private entities from the Asia-Pacific region and United States to minimize initial state capital investment while generating revenue from facility users and spectators to sustain operations.
