Urges the Hawaii Housing Finance and Development Corporation to develop a plan to produce sufficient housing to meet the State's demand.

Cites the 2019 Hawaii Housing Planning Study showing Hawaii produced only 26,152 housing units between 2010-2018 (2,902 units annually), below the 1.3 percent national average growth rate.

Notes the State has 532,880 total housing units with 45,373 vacant units and an 11.2 percent rate of vacant unavailable units as of 2017.

Identifies mismatch between HHFDC financing focus on low-income rental units (50-60 percent area median income) and actual demand projections of 1,855 rental units for 120-140 percent area median income and 11,800 ownership units for 120 percent or greater area median income during 2020-2025.

Requires HHFDC to submit the plan to the Legislature no later than twenty days prior to the convening of the 2026 Regular Session.
