Requests the Department of Human Resources Development establish the Hawaii State Fellows Program to address a 24% public employment vacancy rate and workforce retention crisis in state government.

Program shall offer full-time, paid fellowship positions lasting 10-11 months with career development training, mentorship structures, and evaluation mechanisms to attract and retain government workers.

Establishes eligibility requirements including bachelor's degree completion by September 1, minimum 2.5 GPA, age 20 or older, full-time employment readiness, and authorization to work in the United States (excludes those requiring F-1, J-1, or E-Verify work permits).

Application requirements include online application, personal statement on commitment to serving the state, resume, three references, minimum two letters of recommendation, and transcripts from all colleges and universities attended.

Requires Department of Human Resources Development to submit a report to the Legislature no later than 20 days before the 2026 Regular Session convening, including number of applicants and participants, key accomplishments, and program budget and expenditures.
