Amends Section 281-53.5 of Hawaii Revised Statutes to exempt officers, directors, and board members of nonprofit organizations from fingerprinting requirements when applying for liquor licenses in counties with populations under 500,000.

Maintains existing criminal history record check requirements for liquor license applicants, except for officers and directors of publicly-traded companies and entities solely owned by publicly-traded companies who are not primary decision-makers regarding liquor sales or purchases.

Requires applicants to disclose criminal convictions that would indicate unsuitability for a liquor license and whether conviction judgments have been vacated.

Allows liquor commissions to verify criminal history disclosures through the Hawaii criminal justice data center using applicant personal identifying information including name, social security number, date of birth, and gender.

Takes effect upon approval.
