• Requires all public schools beginning with the 2026-2027 school year to administer dyslexia-sensitive universal screening for students in kindergarten through third grade as part of the existing universal screening process.

• Mandates that schools implement evidence-based interventions for students identified with dyslexia or flagged as struggling readers through the universal screening process within Hawaii's multi-tiered system of supports framework.

• Requires the Department of Education to provide professional learning opportunities for schools on implementing structured literacy instruction and evidence-based interventions.

• Directs the Department of Education to collaborate with higher education institutions to ensure pre-service teacher programs train general education and special education teacher candidates in structured literacy instruction.

• Adds six new statutory definitions related to dyslexia, dyslexia-sensitive screening, structured literacy instruction, and related educational terms to Chapter 302A, Hawaii Revised Statutes.
