Amends Section 26-1 of Hawaii Revised Statutes to clarify the Lieutenant Governor's duties as Secretary of State for Intergovernmental Relations.

Restructures the Lieutenant Governor's duties into four numbered categories: recordation of legislative and gubernatorial acts, certification of state documents, maintenance of official files of administrative rules, and coordination with other jurisdictions.

Adds new duty authorizing the Lieutenant Governor to coordinate, negotiate, and form partnerships with other jurisdictions to promote and safeguard Hawaii's interests, including preventing other jurisdictions from arranging or funding travel to Hawaii for homeless or unhoused individuals.

Allows the Lieutenant Governor to employ necessary staff without regard to civil service requirements under Chapter 76.

Takes effect upon approval.
