Establishes the Hawaii Leadership Awards Program within the state archives to honor individuals who have made considerable and outstanding contributions to Hawaii and serve as inspirations to others.

Creates 12 award categories: Arts, Business and Labor, Entertainment, Food and Drink, Literature, Music, Public Service, Science, Sports, Community Engagement, Profile in Courage, and Friend of Hawaii.

Awards recipients must have resided in Hawaii for at least seven years, except for "Friend of Hawaii" awardees who must not reside in the state.

Each awardee receives a certificate of honor and medal, with their story and recognition displayed for one year before being added to a permanent archival exhibit in the state archives.

Selection committee comprises five members appointed by the Senate President, House Speaker, Governor, Lieutenant Governor, and one representative from the state archives, with nominations accepted from the public.
