HI SB1012

Establishes the Imagination Library of Hawaii Program within the Executive Office on Early Learning to provide one free book each month to children from birth through five years of age who reside in Hawaii.

Requires the office to contract with a nonprofit organization that must provide at least 50% of program funding and enter into a contract with a national nonprofit foundation to deliver age-appropriate, high-quality books to eligible children at no cost to families.

Designates the contracting nonprofit organization to promote statewide development of local book-gifting programs, provide community outreach, recruit community partners, and develop community engagement strategies.

Appropriates general revenue funds for fiscal years 2025-2026 and 2026-2027 (amount to be determined) to the Executive Office on Early Learning for program implementation.

Takes effect on July 1, 2025.
