Allows animal control officers, law enforcement officers, and firefighters to enter unattended vehicles to rescue pet animals endangered by being left confined in extreme temperatures.

Grants animal control officers, law enforcement officers, firefighters, and their employing agencies immunity from criminal and civil liability for removing or retrieving pet animals from vehicles.

Permits private citizens to enter locked unattended vehicles to rescue pet animals if they call 911, reasonably believe the animal is in imminent danger, use only necessary force, and remain with the animal until first responders arrive.

Requires officials removing animals to leave written notice with officer/firefighter name and title, and location where animal may be retrieved; animal must be delivered to veterinary care.

Owners must pay all accrued charges for maintenance, care, medical treatment, and impoundment before retrieving their pet animal.
