Establishes a Spay and Neuter Special Fund administered by the Department of Budget and Finance to reduce pet overpopulation and free-roaming cat reproduction through spaying, neutering, and associated veterinary care.

Creates an advisory committee of five members (including representatives from the Department of Budget and Finance, Hawaii Animal Welfare Association, Hawaii Veterinary Medical Association, and a private non-profit animal welfare organization) to establish eligibility criteria and procedures for fund disbursements.

Authorizes special number plates for motor vehicles that generate revenue through fundraising fees (in addition to standard registration fees), with revenue deposited into the special fund; plates may be revoked if fewer than 150 are issued within three years.

Allows taxpayers to designate $5 of their state income tax refund to the special fund on their tax returns (or $5 per spouse on joint returns with refunds of $10 or more).

Appropriates unspecified amounts from general revenues to the special fund for fiscal years 2025-2026 and 2026-2027, with subsequent appropriations from the fund distributed as grants to counties for spaying, neutering, and veterinary care; effective July 1, 3000.
