Establishes an Electric Vehicle Battery Recycling and Reuse Working Group within the Hawaii State Energy Office to examine maximizing recycling and reuse of EV batteries.

Working group shall be co-chaired by the Chief Energy Officer and Director of Health, with one representative from the Department of Environmental Services of the City and County of Honolulu.

Working group shall invite representatives from EV manufacturing, automotive repair, energy storage, electronic waste recycling, utilities, extended producer responsibility organizations, environmental groups, automotive recycling, and battery storage industries.

Working group must submit a report to the Legislature no later than 20 days prior to the 2027 regular session, analyzing reuse opportunities, end-of-life management practices, in-state versus out-of-state recycling costs and impacts, feasibility of international recycling options, and recycling program feasibility.

Working group shall be dissolved on June 30, 2027.
