Legislature may adopt concurrent resolutions to propose non-binding advisory referendum questions on general obligation bond issuance to voters during general elections.

Chief election officer must publish notice of advisory referendum questions in newspapers of general circulation at least 30 days before the referendum and make notices available at public libraries and county clerk offices.

Advisory referendum questions must appear on ballots with "yes" or "no" options and be collectively placed under a heading stating votes are advisory recommendations requiring further legislative action to become law.

Chief election officer must certify and report advisory referendum results to the public and to the legislature no later than 20 days before the regular legislative session following the general election.

Legislature must consider advisory referendum results when authorizing general obligation bonds but may act contrary to results if a written explanation is included in the legislative record.
