Establishes a two-year digital navigator pilot program administered by the Hawaii broadband and digital equity office to provide technical assistance with computers and electronic devices to the public.

Program shall include eight locations total: two on Oahu, two on Hawaii island, one each on Kauai, Maui, Molokai, and Lanai.

Authorizes the Hawaii broadband and digital equity office to partner with the Hawaii state public library system and other state agencies to operate the pilot program.

Requires the Hawaii broadband and digital equity office to submit a feasibility and impact report to the legislature no later than twenty days before the 2027 regular legislative session.
