Extends workers' compensation coverage to newly graduated high school students participating in Department of Education-sponsored work-based learning programs during the summer following graduation.

Designates the State as the responsible employer for workers' compensation purposes when new graduates perform work (paid or unpaid) as part of a school-approved work-based learning program.

Limits coverage to the period ending July 31 of the student's high school graduation year.

Makes workers' compensation the exclusive remedy against the State and participating private employers, consistent with chapter 386 of Hawaii Revised Statutes.

Takes effect upon approval.
