Establishes a new reverse vending machine pilot program under the Department of Health to provide grants for deploying reverse vending machines statewide, funded through the Deposit Beverage Container Deposit Special Fund.

Sets eligibility standards for grant applicants, including requirements to be licensed/accredited, provide detailed project plans, use funds exclusively for recycling, comply with anti-discrimination laws, maintain proper insurance, and allow state auditing and record access.

Repeals exemptions that previously allowed beverage dealers in high-density areas near independent redemption centers to avoid operating their own redemption centers.

Requires dealers' redemption centers to accept only deposit beverage containers of the kind, size, and brand sold by that dealer, and allows regional centers for refillable beverage containers as supplements but not substitutes for dealer redemption requirements.

Takes effect December 31, 2050.
