Requires the Department of Budget and Finance to conduct a feasibility study on establishing and implementing a Legislative Budget Office, examining costs for resources, staffing, office space, equipment, and implementation timeline.

Directs the feasibility study to consider duties of the proposed Legislative Budget Office, including preparing fiscal analyses of bills affecting state revenues or expenditures and distributing analyses to legislators and the public.

Repeals Chapter 21F, Hawaii Revised Statutes (the non-functional Joint Legislative Budget Committee and Office of the Legislative Analyst established in 1990).

Appropriates unspecified general revenues for fiscal years 2025-2026 and 2026-2027 to fund the feasibility study.

Requires the Department of Budget and Finance to submit findings and recommendations to the legislature no later than twenty days prior to the 2027 regular session.
