Requires the Department of Land and Natural Resources to include line-item funding for maintenance dredging at state small boat harbor facilities in its annual budget request beginning with fiscal biennium 2027-2029.

Appropriates funds from general revenues for fiscal years 2025-2026 and 2026-2027 to conduct maintenance dredging at state small boat harbors, boat launch ramp facilities, and other state boating facilities and waterways, including design, permitting, and dredging work.

Addresses the legislature's finding that maintenance dredging is critical for upkeep of port infrastructure and that the current ad-hoc appropriation and permitting process contributes to unsafe conditions and potential facility shutdowns.
