Requires all new state building construction with parking to include electric vehicle charger-ready parking stalls for at least 25 percent of total parking spaces, effective July 1, 2025.

Defines "electric vehicle charger-ready" as having sufficient wiring, conduits, raceways, and electrical panel capacity to support minimum 40-ampere, 208 or 240-volt Level 2 charging stations.

Directs the Hawaii State Energy Office to survey existing state facilities with parking and identify 4 to 10 high-priority facilities for electric vehicle charging infrastructure retrofits, with results reported to the legislature by 20 days before the 2026 regular session.

Establishes a state goal to retrofit state facilities to be electric vehicle charger-ready.

Appropriates $300,000 for fiscal year 2025-2026 and $300,000 for fiscal year 2026-2027 to the Department of Accounting and General Services for cost assessments and installation of electric vehicle charging systems at high-priority state facilities.
