Amends HRS Section 1-13 to change "are" to "shall be" regarding English and Hawaiian as official languages of Hawaii

Establishes that if a law was originally drafted in Hawaiian and the English version was translated from the Hawaiian version, the Hawaiian version shall be held binding if the law has not been subsequently amended, codified, recodified, or reenacted in English

Maintains the existing provision that English remains the binding version in cases of radical and irreconcilable differences between English and Hawaiian versions of laws

Reaffirms that Hawaiian shall not be required for public acts and transactions

Takes effect July 1, 3000
