Requires the Department of Accounting and General Services and Department of Transportation to collaboratively develop a comprehensive transportation demand management program for all state government employees to reduce vehicle emissions and single-occupancy vehicle miles traveled.

Mandates the program include fully subsidized public transit and bikeshare passes integrated with employee badges, a parking opt-out program with financial incentives, education and outreach materials, and volunteer employee transportation coordinators at all state workplaces.

Establishes two permanent full-time equivalent (2.0 FTE) co-administrator positions, one in each department, to oversee program development.

Requires submission of a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2026 regular session.

Appropriates funds for fiscal years 2025-2026 and 2026-2027 for program development and co-administrator positions, with the effective date of January 1, 2491.
