Establishes a parking demand management program for state government employees to be developed and implemented by the Department of Accounting and General Services in collaboration with the Department of Transportation.

Requires transition of all monthly state employee parking options to daily parking use and reserves additional parking stalls exclusively for daily parking use.

Mandates procurement of parking reservation software enabling state employees to reserve parking spaces on a daily basis.

Creates two permanent full-time equivalent (2.0 FTE) positions to implement and administer the program.

Appropriates unspecified funds from general revenues for fiscal years 2025-2026 and 2026-2027 for software procurement and staff positions; takes effect July 1, 2025.
