Increases the maximum size of decals or graphic representations on special number plates from 3 inches by 3 inches to 4 inches by 4 inches.

Allows private organizations to use larger decals on standard license plates instead of requiring specialized full-plate designs, reducing the need for statutory amendments.

Reduces administrative burden on county finance departments by eliminating the need to contract for production of new specialized license plate designs for each organization.

Requires the Honolulu Director of Finance, in consultation with county finance directors from Kauai, Maui, and Hawaii, to establish design parameters and restrictions for decals on special number plates.

Takes effect upon approval.
