HI SB1096

Prohibits the operation of a motor vehicle with, possession, purchase, installation, sale, offer for sale, or distribution of license plate flipping devices.

Defines "license plate flipping device" as a manual, electric, or mechanical device designed to switch between two or more license plates or hide a license plate from view.

Establishes a fine of not more than $2,000 for each separate violation.

Takes effect on July 1, 2050.
