Requires the Department of Land and Natural Resources to create and annually update a wildfire hazard map identifying high-risk, medium-risk, and low-risk wildfire areas in each county.

Mandates private and public property owners in high- and medium-risk fire areas to maintain combustible-free spaces of 25 feet from public rights of way and 10 feet from utility lines on their properties during specified months.

Authorizes electric utility companies to trim or remove hazardous vegetation on private and public property that poses a risk to utility lines, with required notice to property owners and 30-day abatement period except in imminent danger situations.

Establishes enforcement mechanism allowing the State Fire Marshal (for state-owned land) and county fire departments (for privately-owned land) to issue $1,000 fines for violations, with each day of non-compliance constituting a separate offense.

Requires all vegetation management work to be performed by qualified line clearance tree trimmers or apprentices and paid at prevailing wage rates; appropriates funds to the Department of Land and Natural Resources; effective June 1, 2050.
