Requires all Office of the Ombudsman employees to complete specialized training in child welfare system complaints, including best practices, trauma-informed training, and diversity/equity/inclusion training by December 2026.

Mandates the Office of the Ombudsman to publish quarterly reports on its website identifying the number, nature, and disposition of complaints received regarding the Child Welfare Services Branch of the Department of Human Services.

Requires the Child Welfare Services Branch to notify birth families, children, and resource caregivers of their right to file complaints with the Office of the Ombudsman when cases are first established and when oral or written complaints are made.

Appropriates funds from general revenues for fiscal year 2025-2026 to support the required training program.

Takes effect July 1, 2025.
