Establishes a procurement preference for Department of Transportation construction contracts favoring bidders who commit to using all-electric construction vehicles, effective January 1, 2027.

Requires bidders and offerors to disclose the percentage of all-electric construction vehicles they intend to use on DOT projects.

Provides a 5% price preference for bids using at least 25% but less than 50% all-electric vehicles, and a 10% price preference for bids using at least 50% all-electric vehicles.

Defines "all-electric construction vehicle" as a vehicle drawing propulsion energy exclusively from a rechargeable battery and "construction vehicle" as equipment including bulldozers, excavators, graders, and loaders over 10,000 pounds.

Allows contracts to be voided if contractors fail to comply with their represented all-electric vehicle percentages, with findings referred for debarment or suspension proceedings.
