Requires insurers to notify policyholders in writing of any rate changes approved by the insurance commissioner, beginning January 1, 2026.

Notifications must be sent at least 30 days before the rate change effective date and include the new rate, effective date, percentage change, explanation of reasons, and contact information for the insurer or Hawaii insurance division.

Allows notifications to be sent by mail to the policyholder's last known address or electronically if the policyholder has consented to electronic communications.

Establishes administrative penalties under section 431:2-203, including fines or corrective actions as determined by the commissioner, for insurers that fail to comply with notification requirements.

Act takes effect July 1, 2050.
