Defines "reported hate crime" as any reported incident regardless of criminal charges where bias or prejudice may have been a motivating factor.

Expands hate crime data collection to include all reported hate crimes, not just those resulting in criminal charges, with specific required information including nature of offense, demographic information, location, date, investigation status, and any charges or resolutions.

Requires law enforcement officers to receive annual training to identify, investigate, and document hate crimes and possible hate crimes, including recognition of bias indicators.

Mandates the Attorney General to establish or update guidelines, protocols, and training materials for reporting and investigating hate crimes within 90 days of the Act's effective date.

Establishes administrative penalties for agencies failing to comply with reporting requirements as determined by the Attorney General.
