Prohibits any person from engaging in aquaculture activities involving the propagation, cultivation, maintenance, and harvesting of octopuses for human consumption in Hawaii.

Defines "aquaculture activities" to include land-based recirculating aquaculture systems.

Exempts wild-caught octopuses and octopuses propagated, cultivated, maintained, or harvested solely for research purposes from the prohibition.

Cites concerns about disease transmission to marine environments (including coccidial parasites, ichthyobodo protozoa, vibrio bacteria, and dicyemid mesozoans) and potential destabilization of food webs and commercial fishing industries.

Takes effect upon approval; does not affect rights, duties, or proceedings that occurred before the effective date.
