Increases local agricultural product purchase benchmarks for the Department of Education, Department of Health, Department of Corrections and Rehabilitation, Department of Defense, and University of Hawaii system to 10% by 2025, 25% by 2027, 30% by 2030, 35% by 2035, 40% by 2040, 45% by 2045, and 50% by 2050

Requires annual legislative reports from affected departments including total food cost, percentage of local purchases, and spending breakdown by market channel (direct from farmers/fishers, food hubs/cooperatives, and specialty/broadline distributors)

Mandates corrective action plans with specific steps and deadlines when departments fail to meet benchmarks

Repeals the separate 30% locally sourced food benchmark for Department of Education schools previously established for 2030

Appropriates funds to establish one full-time farm-to-state liaison position within the Office of the Governor to facilitate reporting and local food procurement, effective July 1, 2025
