Adds a new allowable use of campaign funds for candidates to pay child care or vital household dependent care costs incurred directly because of the candidate's campaign activities.

Child care costs are limited to children under twelve years old (biological, adopted, foster, step, or legal ward) and vital household dependent care covers persons living in the candidate's household who cannot care for themselves.

Care services must be provided from the date the candidate files nomination papers through the day after the primary or general election in which the candidate appears on the ballot.

Prohibits care services from being provided by the candidate's immediate family members.

Makes minor grammatical and technical corrections to existing campaign finance statutes regarding donations and scholarships.
