Requires state executive branch departments, offices, and agencies to comply with Hawaii Administrative Directive 19-02 (as extended by Directive 23-01) when making organizational or functional changes.

Mandates each state executive branch department, office, or agency to submit annual compliance reports to the legislature no later than twenty days before the regular session convenes, beginning in 2026.

Takes effect upon approval.
