Requires contracts awarded to community-based organizations by the Department of Health, Department of Human Services, or Judiciary beginning January 1, 2026 to be multi-year agreements with annual price adjustments based on the Consumer Price Index for All Urban Consumers.

Appropriates unspecified funds to the Department of Health, Department of Human Services, and Judiciary for fiscal years 2025-2026 and 2026-2027 to increase contract prices under existing agreements with community-based organizations providing services to vulnerable populations.

Addresses the finding that 91 percent of community-based organizations in Hawaii are resourced below full operating costs, with wages, utilities, and administrative expenses having increased significantly while government contract rates remained stagnant.

Targets services provided to vulnerable populations including victims of domestic violence, at-risk youth in foster care, low-income households, elderly individuals, homeless persons and families, and access to justice support.

Takes effect July 1, 2025.
