S.B. 1234 Summary

• Authorizes state departments and agencies to enter into intergovernmental agreements with other governmental bodies and partnership agreements with private-sector entities and nonprofit organizations to achieve statutorily mandated goals.

• Requires all agreements to be consistent with department/agency statutory mandates, promote public benefits, align with state policy goals, ensure transparency and accountability under chapter 103D, and be reviewed and approved by the attorney general.

• Mandates each department and agency submit an annual report to the legislature no later than twenty days before each regular session detailing the scope, purpose, and outcome of all intergovernmental and partnership agreements entered into.

• Establishes this authority in response to New Zealand's government industry agreements model, which coordinates government and private sector responses to biosecurity threats and other challenges.

• Takes effect May 13, 2040.
