S.B. 1235 Summary

• Establishes the Government Employee Housing Program within the Hawaii Housing Finance and Development Corporation to create low-cost rental, leasehold, and for-sale residential units for government employees on state-owned transit-oriented development sites.

• Creates the Government Employee Housing Revolving Fund to provide interim and permanent financing for infrastructure, pre-development, development, and construction costs of housing projects, with priority given to newly hired permanent full-time state employees.

• Authorizes rent-to-own units with fixed sales prices for the first ten years, after which tenants may purchase or lose occupancy rights; units must be owner-occupied only with strict prohibitions on renting or subleasing.

• Allows the Hawaii Housing Finance and Development Corporation to acquire state and county lands, conduct condemnation proceedings, and lease commercial projects without chapter 103D requirements; exempts HHFDC government employee housing developments from school impact fees.

• Appropriates $450,000 annually for fiscal years 2025-2026 and 2026-2027 to establish two full-time positions and conduct site planning for at least one government employee housing project in each county; effective July 1, 2025.
