Establishes a permanent Agricultural Crimes Task Force within the Department of Agriculture, chaired by the Board of Agriculture chairperson, with representatives from law enforcement, attorney general, prosecutors, agricultural organizations, and academic specialists.

Task force duties include developing crime prevention strategies, coordinating with law enforcement and prosecutors, recommending legislation, facilitating farmer education on crime prevention, and monitoring policy effectiveness.

Creates a new Class C felony offense of "agricultural crime" for committing property crimes or other specified offenses on agricultural property, or being the parent/guardian of a minor who commits such acts.

Penalties include a fine up to $2,000 or imprisonment up to one year for first offense; minimum fine of $10,000 or imprisonment up to five years for subsequent offenses, plus mandatory restitution to property owners.

Appropriates funds (amount not specified in bill) for fiscal years 2025-2026 and 2026-2027 to cover task force operational costs, staff, equipment, and educational outreach.
