• Establishes a Towing Authority within the Department of Transportation to issue towing licenses and regulate towing operations statewide.

• Requires all towing operations to obtain and maintain a valid towing license; prohibits unlicensed towing and vehicle immobilization.

• Authorizes the Towing Authority to suspend, revoke, or deny licenses for violations including false applications, criminal convictions for violent crimes or theft, failure to maintain proper insurance, and other regulatory non-compliance.

• Requires tow trucks to display the business name, telephone number, and state towing license number on each door with letters at least two inches high.

• Counties may enact towing operation ordinances that are more stringent than state requirements, but cannot provide less consumer protection than state law; appropriates funds for the new authority.
